Yes, it was a bug and will be fixed on v4.2.3.
It looks like this will be fixed in 4.2.3. See bug TDI-12783.
I got the same problem, and it disappears after i manually import the jar again.
I'm getting a "Module required" error when I attempt to verify a component on the Exchange. I uploaded tScriptRules-1.0.zip to the Exchange which contains several JAR files and the following XML elements.

<IMPORT NAME="Commons_Jexl_2_0_1" MODULE="commons-jexl-2.0.1.jar" REQUIRED="true">
<IMPORT MODULE="tscriptrules.jar" NAME="TScriptRules" REQUIRED="true">
When I navigate to the module view, I get the error on the attached screenshot.
I restarted TOS. Is this a packaging problem with the component?
