Data import Usage directory to http.

I have been trying to get my head around TOS for some time now.

Can this product read an XML from a local directory when it is dropped. Log some information extracted from the XML and then transmit the file via HTTP socket to a server?

I am not sure if this is the right product for the job. If it is are there any tutorials along this work-flow?
