Is there a way to create instances of a Data Model using a job?

Suppose that I have a data model. Now from an external system I want to make a WebService call with certains details(eg. DataModel Name) that will call a job and then create an instance of the DataModel.
Is there a way of doing this in the Community edition? If not can you please provide me some help regarding how this is done in the Enterprise Edition?
