Cannot Access Existing Projects or Create New Projects in TIS 3.1.3

In the 3.1.3 Admin console, I tried creating a new project, filling out the attributes and clicking "Save". The message "Save requested" flashes and then nothing. The project is not saved.

I also try to make a change in an existing project (left over from 2.1.4) and I get a message "Project 'XXXXXXXX' not updated: Access denied for ..."

I have checked my authorizations and I have read/write privileges on all projects. I'm also an Admin.
