Yes. It's open to every users. Just login Exchange with forum account.
Then you can download custom components.

How do you download the components? Is it done with TalendETL -> Talend Exchange

You can download custom components from Talend Open Studio-->Exchange(Image 1).
Prerequisite: Sign In TOS->Windows->Preferences->Echange.

Or you can download them from http://www.talendforge.org/exchange/index.php.
